In order to register domains in India, the process is:

Several authorized registrars can register domain names. You will need to choose one and create an account with them. ERNET India is the registrar for .edu.in, .ac.in. and .gov.in domains.

Before registering your desired domain name, you will need to check if it is available. You can check the availability in ERNET.
